Cash Reward Offered for Person Responsible for Dragging Puppy Down I-55 Behind Truck

According to the article, St. Louis Police responded to the scene this morning after a driver had seen the dog being dragged and called police. Officers found the driver of the truck “distraught,” according to the Humane Society. He said he didn’t know the animal and wasn’t aware it had became tied to his truck.
