The school district's CFO said it will exhaust its current bond funding this summer and will not have any funds available for additional capital projects.
With the last bit of funds from a 2008 bond issue scheduled to be spent this summer, the Parkway School District's chief financial officer is recommending the school board began talking about placing a new bond on the ballot next fall. CFO Mark Stockwell made the remarks during a presentation to the board at their May 8 meeting. The bond serves as a source of funding for capital expenses, such as maintenance for the district’s facilities. Parkway has about $5.4 million in various projects set for this summer. After that, the bond funds will be gone. Stockwell said this means the district will no longer have money available for additional capital expense or improvements outside of emergency repairs. The Maryland Heights City Council approved the city’s 2013 budget at its regular meeting on Thursday. Total revenues are projected to be $38.3 million, an increase of 4.5 percent from 2012, primarily due to grants for specific infrastructure projects. Otherwise, revenues are projected to be stable, up about 1 percent overall. Increases in building permit fees, sales taxes and gross receipt taxes on utilities will be offset by expected declines in gaming taxes and investment income. Pattonville School District officials don't have immediate plans on closing any other schools other than Briar Crest Elementary after this school year.
Closing Briar Crest Elementary would save the Pattonville School District $700,000 per year, the St. Louis Post-Dispatch reports. That was one of the main takeaways from a parents meeting at the school on Monday. Pattonville officials announced they would try and close Briar Crest on Friday. Now, it's up to school board members to determine if that's the best course of action. The proposal is being made due to prolonged economic challenges facing the Pattonville School District and extra capacity available in the district's other elementary schools. The Pattonville School District will run out of cash in five years if school officials don't act on an increasingly grim budget scenario. According to district documents, the economic downturn has lasted much longer than Pattonville officials anticipated. A spokesperson for St. Louis County Executive Charlie Dooley said a projected shortfall in the parks department may not be a reality.
Calls for a tax increase to pay for St. Louis County parks because of a funding shortfall could be sounding the alarm too early. That’s according to one official in County Executive Charlie Dooley’s office who asserts that a $500,000 budget shortfall might not actually exist. “That’s a nice number, I don’t know if it’s based on any kind of reality,” spokesperson Mac Scott said. “We’re unaware of that kind of a problem as this point.” The parks department created a business plan based on 2013 budget projections from the county executive’s office. At Tuesday night’s Pattonville Board of Education meeting, the board heard a presentation detailing suggestions for how the school district might cut $3 million from the budget. The district’s goal is to trim $3 million from the budget by the 2013-14 school year. While district officials said most of those cuts are expected to come from consolidating staff positions, the board may also trim summer school programs back by $300,000. The proposed summer school changes would charge parents a $75 to $100 fee to enroll their children in enrichment programs. The Pattonville School Board approved the 2011-12 school year budget Tuesday night.
The new budget includes almost $630,000 in budget cuts. Pattonville Superintendent Dr. Mike Fulton said a large portion of those cuts came from reducing and reorganizing staff members at the Pattonville School District Learning Center. Fulton said the school district is working hard to make cuts while still meeting students’ needs, but it will not be easy. The school board’s goal is to trim the budget by $3 million by the 2013-14 school year. Due to statewide budget cuts, Pattonville and other state school districts will have to make due with 8 percent less state funding than the previous year. The Pattonville School Board reviewed the proposed 2011-2012 budget Tuesday.
The Pattonville School Board held a work session Wednesday to review a proposed 2011-2012 school year budget. The budget includes $76.1 million in revenues and $78.9 million in expenses, a press release states. Ron Orr, Pattonville’s Chief Financial Officer, presented the budget to the school board. He said the district would be operating at a $2.8 million deficit for the next school year. The revenue coming into Pattonville next year will come from four places, Orr said. Orr gave school board members a rundown of numbers during his presentation. He said textbook adoptions for the school year are expected to cost $861,494.
